Also, Matt Cutts just mentioned this in a recent blog entry together with the Google Webmaster Central blog.

I think Google cannot fully police websites so that all who paid for these links will be penalized. But I agree that paid links shouldn't be a widespread practice. Organic search must remain organic, such that links that point to web pages must come naturally as citations for relevant content and not because of monetary exchange.

I think many webmasters are scared of the recent claimed on Google discount paid links as legitimate vote.
